Charles "Neill" Baylor, Jr., 91, died on November 22, 2016 in the Carl Vinson Veteran's Hospital Hospice in Dublin, Georgia.  Neill was born May 28, 1925 in Charles Town, West Virginia to Estelle Aldridge Baylor and Charles Neill Baylor.  He was raised in Hagerstown, Maryland, and graduated from Hagerstown High School.  He attended the University of West Virginia at Shepherdstown, West Virginia and earned a Bachelor's degree in Forestry Management.

Mr. Baylor was a project forester with International Paper Company and a resident of Georgia since 1954.  He was a charter member and Past President of the Richmond Hill Lion's Club and a member of the Masonic Order and Lodge #303 of Richmond Hill.  He was also a member of the York Rite Valley of Savannah.  He was one of the co-founders of the Richmond Hill Recreation Association and the Richmond Hill Red Cross swimming program where he was a swimming instructor.  Mr. Baylor served in the Army during World War II, where he was in the Third Infantry Division, and was involved in the Italian Campaign, including the Anzio Beach Landing.  He was also a prisoner-of-war in Germany for one year and the recipient of The Purple Heart.  Mr. Baylor has been a member of the Episcopal Church of the Annunciation since 1999 when he moved to Vidalia from Richmond Hill, Georgia.  Mr. Baylor was preceded in death by his wife, Dr. June Baylor. 

He is survived by his two daughters, Anne Baylor Sweat and her husband Larry of Vidalia, and Carol Oliver Baylor of Atlanta; two grandchildren, Andrew Baylor Sweat and Stephen Baldwin Sweat, both of Vidalia.

A memorial service will be held Monday, December 12th at 11:00 a.m. in the Episcopal Church of the Annunciation in Vidalia, with a reception to follow.
